The proposed West Midlands landlord register opens 15 December 2026, with a 14 March 2027 deadline. Check what you have for each let home before you need to upload it.

- West Midlands: 14 March 2027.
- Check the actual next due date; an early check can preserve the old deadline.
- Use the report's next-inspection date, or confirm when a new inspection is needed if you have an EIC.
- Check its date and any exemption. Look up an EPC free.
- Existing tenants: within 28 days of each check. New tenants: before they move in.
- Draft register rule: update an out-of-date let-home entry within 28 days. That does not extend inspection deadlines.
- Up to £65 per property for a full year; adjusted pro rata during the rollout.

The register in brief
- What it is. A new government database of private landlords and their let homes, set up by the Renters' Rights Act 2025. The government calls it the "Register your rental property" service. Most landlords of let homes in England under assured or regulated tenancies will need to register themselves and each property; supported exempt accommodation is an exception. (Housing Hub)
- The West Midlands goes first. Registration opens on 15 December 2026, and the deadline is 14 March 2027. Other regions follow month by month. The last deadline is the South West's, on 14 November 2027. (Housing Hub; draft regulation 1)
- Where the home is decides the deadline, not where you live. The West Midlands means these council areas: Birmingham, Coventry, Dudley, Herefordshire, Sandwell, Shropshire, Solihull, Staffordshire, Stoke-on-Trent, Telford and Wrekin, Walsall, Warwickshire, Wolverhampton and Worcestershire. - For now, only let homes, or homes that become let during the rollout, must be registered. (Housing Hub)
- Government registration fee: £65 per property per year, adjusted pro rata during the rollout. This is paid to the government, not to us. (Housing Hub)
- You start it yourself, with a GOV.UK One Login. A letting agent or property manager you appoint can upload the documents for you. Guidance on how that will work hasn't been published yet. (Housing Hub; draft regulations 4(5) and 7(2))
- Potential penalties. Once the registration duties take effect, councils may impose a civil penalty of up to £7,000 for breaching them. For offences such as knowingly or recklessly supplying materially false information or certain repeat breaches after a penalty, the civil penalty limit is £40,000. (Renters' Rights Act, section 91 and 92)
- Still a draft. The detailed rules are in draft regulations, which had not yet been made law on 3 October 2026. Dates could move.
What you'll upload, and how long each lasts
For each let home, the draft register rules ask for details of gas, electrical and energy-performance documents. You upload copies where applicable and available; the rules also ask for dates. (draft Schedule 3, Part 2)
- Gas safety record, if the home has a gas supply, and the date it was issued. Gas appliances and flues need a safety check at least every 12 months. A check done within the 2 months before its deadline can keep the original due date; don't assume the next check is due 12 months after an early visit. Give existing tenants a copy within 28 days of the check, and new tenants a copy before they move in. Use a Gas Safe registered engineer; the record must show the engineer's registration number. - Electrical installation condition report (EICR), or an appropriate electrical installation certificate (EIC) where it demonstrates compliance. The draft register asks for the EICR's next-inspection date or the EIC's issue date. Electrical installations must be inspected and tested at least every 5 years, or sooner if the last report says so. Give existing tenants a copy of the inspection report within 28 days, and new tenants a copy before they move in. (draft Schedule 3, paragraph 12; regulation 3)
- Energy performance certificate (EPC), if you had to give one to the current tenant. An EPC is generally valid for up to 10 years from registration, unless a newer one replaces it. Each new tenant must receive a valid EPC if the property needs one. If the most recent EPC has expired since the current tenancy started, the draft register also asks when that tenancy started. Minimum EPC rating. A covered let home that needs an EPC must be rated E or above. If it's F or G, you can't let it unless a valid exemption is registered. (regulation 22, 23; GOV.UK guidance) The government plans a new EPC C standard for all tenancies by 1 October 2030. The new measures have not been finalised, and the change needs Parliament's approval. (government response)
The draft 28-day rule. For an already-let home, you can create its entry first and supply the required document details and copies within 28 days, counting the entry date as day one. If you don't, the entry becomes inactive. When information or documents in an active entry for a let home go out of date, update them within 28 days, counting from the day they went out of date. Don't confuse this register deadline with the separate gas and electrical duties above. (draft regulations 6(2), 9(4) and 11(2))
